What does the new S-15e sign mean? The DGT responds: "No exit."

In Spain, Royal Decree 465/2025 and the New Catalogue of Signs have come into force since July 1st, with the aim of achieving greater driving safety and "adapting signs to changes in mobility, technology, and society," as noted by the General Directorate of Traffic.
The body led by Pere Navarro , following government approval, acknowledged on its website that new signs would be incorporated to "regulate new modes of transport" such as "personal mobility vehicles" and respond to "current traffic situations", in addition to redesigning "pictograms", significantly improving "visibility" and "eliminating obsolete signs", with "special attention to sustainability and inclusive visual language".
What is the new signal?As the DGT has stressed, with this new modification certain signs will be eliminated. that were considered obsolete or outside the regulations and others will be introduced with the aim of being understood and observed more clearly and effectively on the road , as is the case of the new sign S-15e .
As we can see in the following image, this sign has a square shape with a blue background and a sort of 'T' inside (a white vertical line and a red horizontal line) that also includes a pedestrian and a bicycle.
Doubts among driversHowever, following the agency's presentation of this sign, it appears to have fallen flat among drivers and road users, as there are some doubts about its understanding and meaning, as we have read on the official DGT profile.
"It seems to say you have to get off your bike to cross the road" ; "Are these the patch notes? Damn... Do your job properly, mark the roads properly and get them fixed"; or "Essential. You get to the end of the street on your bike and look. Go on, I can cross! Until now, no one knew how to do that," among others, are some of the criticisms that have been heard about the new sign.
What does the S-15e signal really mean?The General Directorate of Traffic presented the sign on its official social media accounts and stressed that "the new pictogram", that is, the "S-153", represents a "dead end road" except "for pedestrians or cycles": "The update of the road sign catalogue includes the new pictogram the S-15e, "Dead end road except for pedestrians or cycles" . It indicates that the road shown on the sign with a red box has no exit except for pedestrians or cycles ."
